FCC Seeking to Publish a Robo Call Scorecard

The FCC is currently requesting public comments to establish a Robocall Scorecard. According to its call for comments, the Commission says this Scorecard will empower consumers and encourage service providers to enhance their efforts against illegal robocalls. It aims to provide the public with an assessment of how effectively voice service providers are protecting consumers from these unwanted calls.

How will this scorecard impact voice providers? This Scorecard aims to help consumers understand how well voice service providers combat robocalls on their networks, while also encouraging providers to enhance their robocall mitigation efforts. According to the Commission, it will not indicate whether providers have complied with the Commission’s robocall rules; that determination is a specific legal inquiry.

Data Sources

The call for comments is seeking data sources to validate the Scorecard. The Commission is looking for two types of data sources: conduct-based metrics and outcome-based metrics. Two examples of conduct-based metrics include: consumer tools offered by providers to label or block calls, and network efforts by providers to label or block calls.

Examples of outcome-based metrics include: (a) consumer complaints to the FCC and other agencies; data on call blocking and false positive rates; statistics on the number of illegal robocalls received by consumers; and trend data on the change in illegal robocalls over time, using third-party analytics when available.

APMax Call Screening as a Potential Data Source

The reporting component of TCM Call Screening in the APMax service could serve as a data source for both the requested conduct-based and outcome-based metrics. The TCM reports show key data per phone line of subscribed customers that include the number of out of area calls that triggered the TCM announcement, calls that disconnected, calls that were blocked, and calls that activated the number digit for connecting to the subscriber.
